Alex Chau 60cacdf373 Notify System UI about taskbar state 
We want to move the rotation suggestion button to the middle
of the taskbar when it is visible and not stashed.
To do this we need to update System UI about the current
state of the taskbar.

Pierre Barbier de Reuille a7b3a14e75 Use the computation of the widget size including padding. 
Found all the uses of getWidgetSizePx and replaced them with the
computation of padded sizes (checked it all made sense).

Test: Try the various widget pickers.
