minch e7a054ae2b Make sure the correct input consumer is created ...

Let `isGestureBlockedTask` return false directly if
`mGestureBlockingTaskId` is not valid. This can avoid
the caller go to create incorrect InputConsumer when
the chekcing `taskId` is also invalid.
