Chris Hofstaedtler d7b0c262ba Stop installing groupmems(8)
Given this never worked, and other distros seem to do fine without this
tool, let's stop shipping it.

Pino Toscano 82e88c1e9b d/rules: actually enable Linux-only options on Linux
The condition was inverted, applying options meant for Linux to
non-Linux architectures.
