Florian Müllner 2c922a6d3a gitlab: Add issue templates
Providing templates is good practice, to guide users
towards more actionable reports.

This also gives us a place to point out where to
report issues with gnome-shell's extension system
or the website, and thus hopefully reducing the
number of misfiled issues.
