Revert "debian/watch: Look for any released version"

This reverts commit a2c271d677.

Now that the 42 devel series is basically done, let's
return to looking for stable releases.

Yes, I know there is some disagreement about our watch files,
but this matches what nearly all the Debian GNOME packages do.
