clang-format: Enable BreakBeforeTernaryOperators

This produces code with the ternary operators at the beginning instead of the
end of the line:

       return caps_.isMultiplanar() ? getFormatMultiplane(fmt)
                                    : getFormatSingleplane(fmt);
