ipa: libipa: matrix: Fix incorrect symbol namespace
The matrixVlidateYaml() function is declared in the libcamera::ipa:: namespace, but defined in the libcamera:: namespace. This causes a dynamic linking error at runtime. Fix it by moving the function definition.
