Carmelo Messina a9734772ef Set the screen frame rate to 60 Hz: Set the screen refresh rate to 60Hz by default (#1538), increasing it if necessary in cases where the system only supports lower frequencies (such as in RDP or virtual systems). 
The feature can be disabled using the throttle-main-thread-to-60hz flag (enabled by default).

Carmelo Messina ae0144b1ea Android Pixel Perfect Mode: eliminate conversions between dpi and pixels in Blink (#2251) 
The goal (not yet achieved) is to mask the display geometry of Android devices and to make
the various devices identical for canvas and rect fingerprinting.
This patch is WIP, it is incomplete and contains visual glitch, do not activate.
This version contains points of interest marked in the code, which will be removed once the patch is complete.
