Adam Bookatz eb89d146f2 Fallback Home doesn't restart on keyboard change ...

Fallback Home gets launched multiple times due to
CONFIG_KEYBOARD_HIDDEN, which is irrelevant for it. So we mark the
activity to not be restarted on this config change.
