the blacklist and disallow it if it is.

Test: set a password blacklist, try and set a blacklisted password and
see an explanation, set a non-blacklisted password successfully.
Test: make ROBOTEST_FILTER=ChooseLockPasswordTest RunSettingsRoboTests
