Chaohui Wang 88e20ec62e Fix SpaActivity launched twice for App Info ...

This happens when shouldShowTwoPaneDeepLink() return true, the
InstalledAppDetailsTop onCreate() is called twice.

Only try start spa when the activity is not finishing to fix.
