Tsung-Mao Fang 772477af1c Fix broken tests ...

1) Remove AssistantFeedbackPreferenceController since it didn't use.
2) Refine the AssistantFeedbackPreferenceControllerTest, we need to use
vpn manager object now. (See ag/13519006)
