Arc Wang 454553ed52 Fix "Turn on Wi-Fi scanning?" does not pop up when clicking "Turn on Wi-Fi automatically"

We should make sure both 'Use location' & 'Wi-Fi scanning' are enabled
before calling setWifiWakeupEnabled.
