It looks like SettingsUnitTests is not in presubmit and the existing Thread settings unit tests are failing in postsubmit. This commit fixes two small issues: 1. The default Thread enabled state in FakeThreadNetworkController and ThreadNetworkToggleController is not consistent 2.
