Mengjun Leng 1871b8155f Fix the burst callback issue on the repository ...

Prevents the callback when no sub entities changed to reduce
UI jank, besides, makes both variables mAvailableSubInfoEntityList
and mActiveSubInfoEntityList thread-safe.
