Tsung-Mao Fang 0d27676bba Fix jank in app pinning page ...

In the original design, we will hide the
"lock device when unpinning" while master toogle is disabled.

To prevent the jank issue, we only disabled this setting now.

Test: Rebuilt rom and check the ui
