This commit fixes IKEv2 RSA VPN could not be an always-on VPN
issue to populate ipsecSecret field from "IPsec user certificate".
Fields ipsecUserCert and ipsecSecret are required for a valid
VpnProfile. The ipsecSecret field in VpnProfile should be
populated from "IPsec user certificate" field. It's the matching
private key.

A user should be able to enable tethering even if the interface does not
have link yet. Therefore, the toggle should be active if any interface
is available, independent of its link state.

The `updateState` function gets called when the Developer Options menua
is rendered (opened). Originally when BT is off at this point, LE Audio
is disabled, and the user needs to reboot the device again to enable LE
Audio. This CL fixes this and marks the option as disabled when BT is
off.

The old getSubId or getSubscriptionIds return multiple sub ids
per slot index, which is not possible in today's implementation
because the slot index here refers to the logical slot index,
which is also known as phone id, or the logical modem index. In
today's telephony, one logical phone can only have one
subscription at one time, so does the modem.
