63cce45efe Add Wifi Panel 
WIFI panel currently only shows the Wifi Slice. It's possible
more slices would be added in the future.

Testing is done here and in CTS.

627f14bfd0 Disable the "SIM cards" tile in new Network & internet page 
When settings_network_and_internet_v2 is enabled, don't show the old
"SIM cards" tile for managing multiple SIM cards on the Network &
internet page, since we now have new UI for this.

Test: manual (put device into dual-sim dual-standby mode, and enable the
'settings_network_and_internet_v2' flag in the FeatureFlags section of
Developer options)

cafeaadaa6 UX Fixes for Settings Panels 
UI Fixes include:
- Fix height of bottom bar
- Fix start / end padding of See More and Done buttons
- Remove scroll shadow in recycler view
- Consolidate most layout code into a single file, only
separating the distinguished elements into the landscape file.

I cannot fix b/126731930 until a Slice bug is fixed, where the top
padding is applied to the bottom of sliceview instead.
