Remove extra argument WorkPolicyUtil constructor

Browse Source 
Only constructor is required for WorkPolicyInfo constructor. The other
dependencies can be derives

Test: make ROBOTEST_FILTER=EnterprisePrivacyFeatureProviderImplTest RunSettingsRoboTests -j40
