Tao Bao f2448d0cd5 Remove the building rules for applypatch_static. 
The CL in [1] has stopped building and packaging the obsolete
applypatch_static tool.

Quick turn-around testing

mm -j && m ramdisk-nodeps && m recoveryimage-nodeps

# To boot into the new recovery image
# without flashing the recovery partition:
adb reboot bootloader
fastboot boot $ANDROID_PRODUCT_OUT/recovery.img
