Tao Bao 5b3b373a49 uncrypt: Retire pre-recovery service.

The framework CL in [1] removes the use of "pre-recovery" service which
is basically to trigger a reboot into the recovery.

Quick turn-around testing

mm -j && m ramdisk-nodeps && m recoveryimage-nodeps
