TheStrix 09e8693b7a Fix missing libf2fs.so needed by mkfs.f2fs 
* Relink libf2fs.so in all cases except PLATFORM_SDK_VERSION=23
   with no CM_PLATFORM_SDK_VERSION set as 4 or above.
