The swiping up gesture will never return an app in All Apps,
so we can ignore All Apps state in those cases.
This fixes an edge case where user swipes up and launcher state
is still in All Apps. This causes us to animate the icon to
where it would be in All Apps, even though by the time the
animation starts we are actually in Normal state.

This was going through the whole display-info-changed flow
when only the refreshrate changed. This was causing updates
with outdated information (where displaymanager callback
happens before configurationchanged). The result is that
things like touch-monitors (based on display info) were
out-of-sync with view content (which is based on configuration).
This change just updates the local record of screenrefresh
when it changes.

Test: With fixed-rotation-in-config, open recents and repeatedly
rotate the device. Make sure touch regions stay aligned
with recents content.

When user swipes up to home, Launcher will receive a onNewIntent
callwith a bundle-extra gesture_nav_contract_v1. It will contain
the componentName & UserHandle of the closing app & a callback.
Launcher can use the callback to return the final position where
the app should animate to and an optional surface to be used for
crossFade animation. The surface cleanup can be handled in
onEnterAnimationComplete.
