It merges portrait and landscape XML specs for responsive grid. This update allows the responsive grid to rely on other properties like aspect ratio and not solely the orientation from resource qualifiers.

When the bubble bar becomes visible the space between icons in the
hotseat is now adjusted. This change only does it when the QSB is
above the icons, but this will be changed in the future to be based
on the amount of space between the hotseat and the edge of the screen.
When the hotseat is adjusted, the new width is smaller by the size of
2 icons. The icons are then translated to be evenly spaced within the
boundaries of the new width.
Since the adjustment is only applied when the QSB is above the icons,
it is resized accordingly to the new width.
All visual updates currently snap to the new position, but will be animated
in a follow up.

There is a flake in the drag to dismiss bubble test, I think it's
because sometimes it misses the dismiss target since the test drags
the bubble to the bottom of the screen instead of the target location.
In attempt to fix this I'm setting an ID on the dismiss target to
look up where it is on screen and drag the bubble to it directly.

If floating search is active in Overview (flag enabled and we are
the active Launcher), these buttons will be aligned to the search
bar relative to the bottom of the screen. Otherwise, the buttons
will be aligned below the active task like before.

Assume IME_DEFAULT_HEIGHT_DP = 300.
When ime is yet to be shown but the UI is ready, then use
IME_DEFAULT_HEIGHT_DP.
For the 2nd time onwards save the actual ime height and use it when the
keyboard is not shown yet.

There's an inconsistency with prediction row in 0-state and all apps page.
This happens because we change the number of lines (to 1 line) after calculating and rendering the two lines.
Which is why if you look at the photos, in all apps, Amazon app just shows "Amazon" instead of "Amazon Sh.."
Instead of changing the number of lines after processing, just set a separate display to the prediction app row

It uses the new responsive folder calculations and specs when responsive grid is enabled. The grid has to have folderSpecsId defined to use the new specifications, otherwise it will use the current scalable grid implementation.

Add maxSize attribute to SizeSpec to limit the cell size up to a max size when matchWorkspace is true. The same validation was added when using fixedSize, ofAvailableSpace and ofRemainderSpace, so they could have a maxSize as a threshold.
