When one handed mode activated, user swipe-up to exit usually
cross over the NavBar region, and then invoke TouchController
intercept touch event to trigger All Apps drawer on Home.
To enhanced the UX of gesture conflict of exit OHM & All Apps,
notify TouchController throught LauncherActivityInterface,
and Launcher dispatch onOneHandedModeStateChanged() event to
all mTouchControllers in DragLayer that touchController can
adjust the touch slop by it's SingleAxisSwipeDetector.

OHM activated : touchSlop x multiplier
OHM deactivated : touchSlop x 1

There's a logic which prioritizes the binding for the
current page and defers the other pages' binding.
If two panel home is enabled, we want to bind both pages
together. LauncherPageRestoreHelper has been created to
contain the logic for persisting restoring and calculating
which pages to load immediately.

- Add vertical offset calculations to RecentsView (in addition to
the existing horizontal offset which has been renamed accordingly).
- LauncherState#getOverviewScaleAndOffset() now supports both
horizontal and vertical offsets and is specified such that overview
appears and disappears from the bottom of the screen rather than the
side.
- Quick switch still uses horizontal offset to come from the side.
- No longer need to scroll to page 0 when translating offscreen.
- Update interpolators for overview to home transition.
- Align 2 button mode transition with 0 button mode.

- Replace UI_STATE_OVERVIEW with UI_STATE_FULLSCREEN_TASK. Overview no
longer needs it's own status bar treatment as it's handled by
ScrimView already. So remove instances of UI_STATE_OVERVIEW and
replace some with UI_STATE_FULLSCREEN_TASK if a TaskView is behind
the status bar.
- Add ScrimView to fallback recents activity.
- Remove scrim from Background state, don't fade it in until the
gesture ends to RECENTS.
Test: watch scrim and status bar colors during the following
- Swipe up to home (no scrim, status bar matches task at first but
then wallpaper once task isn't overlapping status bar)
- Swipe up to overview (no scrim until let go to overview, status
bar matches task at first, then wallpaper after not overlapping,
then scrim once it's 90% opacity)
- Quick switch from home (scrim fades in, status bar matches once
it reaches 90% opacity)
- Quick switch from app (no scrim, status bar matches center task)
- Repeat above for 3P launcher and 2 button mode
