Migrate to TopTaskTracker.getPlaceholderGroupedTaskInfo

Migrate all the call sites of `TopTaskTracker.getPlaceholderTasks`
and `getSplitPlaceholderTask`s to the new API
`getPlaceholderGroupedTaskInfo`
