New file.

1998-07-21  Martin Baulig  <martin@home-of-linux.org>

	* doc/ChangeLog: New file.

	* sysdeps/kernel/*.c: Using `glibtop_error_io_r' instead
	of `glibtop_error_r'.

	* sysdeps/kernel/proclist.c: Now using the table () function, too.
	This means that currently the table () function can fetch all
	information for libgtop and you can even unmount /proc !
