Umang Jain 48d304392b android: jpeg: Use LGPL-2.1 license ...

The jpeg components are licensed under GPL-2.0-or-later. This is an
oversight and unvoluntary. License them under the LGPL-2.1-or-later as
the rest of the camera HAL implementation.
