qcam: Tie FrameBufferAllocator to stream life
The FrameBufferAllocator must be deleted and reconstructed before performing any reconfiguration of the stream. Construct the allocator at startCapture, and destroy it during stopCapture so that we can successfully stop and restart the stream.
