Carmelo Messina d5e3416ff6 [TOOLS] update pre-start script 
- remove vpython virtual environment preparation since version 2 is no longer used in chromium
preparation allows all dependencies to be pre-downloaded so that the build environment may not have the network active (like mine)

- update clangd to version 17.0.3

fetching git without history was implemented some time ago directly in gclient, while to bypass the upload of statistics to google, autoninja should no longer be used (use ninja directly)
