Carmelo Messina 9f02a6435f Try to fix #2082: as reported by the issue, the webview seems to crash due to an unhandled exception if the application does not have internet access. 
patch changes the handling to all exceptions.

Carmelo Messina 6cabcef0f6 Force use vpython3 for some scripts: Some scripts need the latest version of python not available in the docker container. 
The patch forces the use of python in the virtual environment in the version required by the chromium build tools.
