The emergency calls might not work properly via wifi calling, especially in areas with no 2G/3G coverage. Display the disclaimer for the this limitation when a user enabled the wifi calling setting. Test: manual - Checked that the disclaimer for emergency call limitation is shown when changing wifi calling setting to turned on. Test: auto - Passed EmergencyCallLimitationDisclaimerTest.
