Raff Tsai f71db73025 Implement work-profile infra in BasePreferenceController

- Add settings:forWork in xml
- Set mIsForWork based on xml attribute
- Delete WorkProfilePreferenceController and move its function to
BasePreferenceController

Fixes: 123376083
Test: Add work profile, go to Settings->System->Language&input,
UI should show work profile related items

Running Settings Robolectric tests

The full suite

$ croot
$ make RunSettingsRoboTests

Running a single test class

$ croot
$ make RunSettingsRoboTests ROBOTEST_FILTER=<ClassName>

For example:

make RunSettingsRoboTests ROBOTEST_FILTER=CodeInspectionTest

You can also use partial class name in ROBOTEST_FILTER. If the partial class name matches multiple file names, all of them will be executed.
