Raff Tsai ed1b808474 Fix testcase error
- ignore testcase in MobileNetworkActivityTest
- To avoid null pointer access in LocationForWorkPreferenceController,
move mUserManager initialization in constructor

Test: make RunSettingsRoboTests ROBOTEST_FILTER="com.android.settings.search"
