Yiyi Shen cb32a15f1b [Audiosharing] Fix hysteresis mode
1. Move start broadcast logic from onPlaybackStarted to
   onBroadcastMetadataChanged
2. Move add source logic from onReceiveStateChanged(BIS>0) to
   onSourceAdded
