Remove wrapper for LocationManager

Remove LocationManagerWrapper from SettingsLib

Remove OverlayManagerWrapper class out from Settings

Remove OverlayManagerWrapper and use IOverlayManager instead. Based on
comment from reviewer to refactor ThemePreferenceController.
