Andrew Sapperstein 7e9146950d Use LinkTextView for support disclaimer text.
LinkTextView uses LinkAccessibilityHelper to properly handle
making links accessible.

Deleted Settings' outdated fork for the version in setupwizardlib.

Test: manual
