Junyu Lai 123f2e1581 [MS50] Remove NetworkTemplate#buildTemplate* usages
This is a no-op refactoring.
These functions are deprecated and replaced by
NetworkTemplate#Builder, use public API instead.

Test: make RunSettingsLibRoboTests
