Fan Zhang aed8994f6f Rename Indexable::getAllPreferenceControllers. ...

To getPreferenceControllers. "all" is redundant. Then internally, the
old getPreferenceControllers() is renamed to
createPreferenceControllers() to emphasize the controllers are created
from code (versus the ones created from xml).
