Zhen Zhang abb734920d Let tether preference controllers extend TogglePreferenceController
Refactored USBTether, BluetoothTether and WifiTetherDisable preference
controllers to extend TogglePreferenceControllers, since they are all
SwitchPreference.

Bug: 150634051
Test: UsbTetherPreferenceControllerTest,
BluetoothTetherPreferenceControllerTest,
WifiTetherDisablePreferenceControllerTest,
CodeInspectionTest
