jasonwshsu a7d5801d28 [hearing devices page][Audio routing] Add feature flag to control visibility of the hearing device controls and audio output

* Setup basic xml for hearing device controls and audio output in bluetooth detail device page.
* Use same PreferenceCategory with spatial audio and rename to
  `feature_controls_group`

Running Settings Robolectric tests

The full suite

$ croot
$ make RunSettingsRoboTests

Running a single test class

$ croot
$ make RunSettingsRoboTests ROBOTEST_FILTER=<ClassName>

For example:

make RunSettingsRoboTests ROBOTEST_FILTER=CodeInspectionTest

You can also use partial class name in ROBOTEST_FILTER. If the partial class name matches multiple file names, all of them will be executed.
