Diya Bera 92ea474b86 Add mandatory biometric prompt to platform surfaces (5/N)

1. For biometric settings, request biometric prompt only after
   successful credential verification and no auth request after
   enrollment

2. Differentiate between mandatory biometrics ineffective error and
   other biometric errors

Running Settings Robolectric tests

The full suite

$ croot
$ atest SettingsRoboTests

Running a single test class

With a filter

$ croot
$ atest SettingsRoboTests:com.android.settings.display.AdaptiveSleepPreferenceControllerTest

You can also run any single test class with atest (it will try to find the correct path)

$ atest AdaptiveSleepPreferenceControllerTest
