Bonian Chen 74c6ceed24 [Settings] Create a proxy for SubscriptionManager

There're many access from Settings app to SubscriptionManager.
Lots of them are checking for similar information.
Create a proxy can reduce the number of inter-process access from
Settings app to SubscriptionManager, and improve Settings app's
UI performance.

Running Settings Robolectric tests

The full suite

$ croot
$ make RunSettingsRoboTests

Running a single test class

$ croot
$ make RunSettingsRoboTests ROBOTEST_FILTER=<ClassName>

For example:

make RunSettingsRoboTests ROBOTEST_FILTER=CodeInspectionTest

You can also use partial class name in ROBOTEST_FILTER. If the partial class name matches multiple file names, all of them will be executed.
