Kevin Chyn 2a2dcb52cb Fingerprint swipe settings and suggestions should not show if hardware unavailable
Fixes: 63589121

Test: remove FP driver, make sure swipe setting and suggestions
don't show anymore && make -j RunSettingsRoboTests
