Rubin Xu 5e51ed6a89 Allow setting password during provisioning if FRP is not supported

On devices without PersistentDataBlock support, we should
always allow setting up password during provisioning.

Test: make RunSettingsRoboTests
      ROBOTEST_FILTER=com.android.settings.password
Test: On cuttlefish, file ACTION_SET_NET_PASSWORD before SUW completes

Running Settings Robolectric tests

The full suite

$ croot
$ make RunSettingsRoboTests

Running a single test class

$ croot
$ make RunSettingsRoboTests ROBOTEST_FILTER=<ClassName>

For example:

make RunSettingsRoboTests ROBOTEST_FILTER=CodeInspectionTest

You can also use partial class name in ROBOTEST_FILTER. If the partial class name matches multiple file names, all of them will be executed.
