Bonian Chen 3e747559f8 [Settings] Enabling first stage of threading

Settings app would move PreferenceController to run
in background thread in the near future.

To support this, change some of the design within these
essential components to allow:
1. Handler to run on non-main thread
2. Minimum multi-thread reentrance support

Running Settings Robolectric tests

The full suite

$ croot
$ make RunSettingsRoboTests

Running a single test class

$ croot
$ make RunSettingsRoboTests ROBOTEST_FILTER=<ClassName>

For example:

make RunSettingsRoboTests ROBOTEST_FILTER=CodeInspectionTest

You can also use partial class name in ROBOTEST_FILTER. If the partial class name matches multiple file names, all of them will be executed.
