Yi-Ling Chuang 39dcad9bd1 Don't have cards auto-filled in the foreground when a card gets dismissed.

Currently if users dismiss a card or navigate back to the homepage,
new suggestions will be auto filled in. We should only add new cards
upon next visit.

Also fix suggestion cards undismissable problem.

Running Settings Robolectric tests

The full suite

$ croot
$ make RunSettingsRoboTests

Running a single test class

$ croot
$ make RunSettingsRoboTests ROBOTEST_FILTER=<ClassName>

For example:

make RunSettingsRoboTests ROBOTEST_FILTER=CodeInspectionTest

You can also use partial class name in ROBOTEST_FILTER. If the partial class name matches multiple file names, all of them will be executed.
