Jason Chang e4623cd2a3 (1/n) Make the GlifHeader scrollable on FingerprintEnrollEnrolling( ...

UDPFS) layout page.

1. To override GlifLayout's onInflateTemplate() then embedding a
ScrollView on GlifHeader.
2. Remove previous hiding the description text snippet
3. Handling UDFPS enroll lottie position problem.
4. Solve the ProgressBar overlapped with FooterBar problem.
