Chaohui Wang abe2710dc0 Clean up unused NetworkPolicyEditor
From DataUsageSummaryPreferenceController.

NetworkPolicyEditor.read() is not called, so
NetworkPolicyEditor.getPolicy() will always returns null.

Data limit info is already set in getDataUsageInfo().
