19261a97ff Fix mirrored arrow issue for RTL 
There is no mirrored arrow for RTL in Settings after applying icon
overlays for theming (b/131346125), add autoMirrored attr to fix it.

6e2a67f538 Change inactive backup UI to show "Disabled by admin" 
Change text displayed when backup is inactive for a user from "Backup
service isn't active" to "Disabled by admin".

8afc10b3df Update SliceViewStyle background color 
Update android:background color in SliceViewStle to make it have correct
color when Panel is in dark mode.  Use the attr which will change
depends on theme, rather than contextual card background which is
defined by settings, to make it correct in more general case.

bf63dde205 Add setting suggestion for style 
Also added extra to the existing wallpaper suggestion so it opens
directly to that tab instead of the style tab
